APCO URGES CONDITIONAL AUCTION APPROACH FOR 700MHz AUCTION The Association of Public-Safety Communication Officials (APCO), International’s President, Wanda McCarley, testified before the United States Senate Committee on Commerce, Science and Transportation and supported a conditional auction approach that would require the winner of a FCC’s planned spectrum auction to build a broadband network that serves both public safety and commercial users, and is designed, built, and maintained to meet public safety requirements.
