THE FCC'S OFFICE OF INSPECTOR GENERAL ISSUES REPORT WITH FINDINGS ON

THE D-BLOCK SPECTRUM INVESTIGATION IN THE 700 MHZ AUCTION.   The Report

concludes that proposed upfront lease payments were not the only factor that impacted the bidding activity on the block of spectrum designated for public safety use in the 700 MHz Auction. Action by:  Inspector General by REPORT.  OIG
