the private land mobile radio services in the 150-174 MHz and 421-512 MHz bands to migrate to

equipment that operates on narrowband (12.5 kHz or narrower) channels or achieves the equivalent

efficiency of once channel per 12.5 kHz of channel bandwidth.23 If the Bureau were to grant a waiver, we

seek comment on whether the grant should be conditioned such that the Department would be required to

migrate to narrowband or equivalent efficiency on frequency 173.210 MHz by January 1, 2013. ...
