Jonathan Spanos, brought on last April to lead the statewide wireless  system project, has been dismissed as part of a restructuring of the Office for  Technology.
 Angela R. Liotta, a spokeswoman, said the restructuring left Spanos without  a job. His deputy, Nancy Perry, is assuming leadership of the wireless project.  Two weeks ago, the OFT decided to cancel its contract with M/A-
 COM to build a proposed $2 billion wireless network for emergency  responders to use. OFT is now reassessing it's next course while M/A-COM plans a  suit for breach of contract.
 Spanos, who came from Pennsylvania where he helped direct the M/A-COM  system built there, was paid $140,000 annually to come to New  York.
