Mobile broadband demands are driving a need for additional solutions

...study for the TETRA Association found that a diverse range of data, imaging and multimedia applications is in demand within the public safety sector. Demand for access to a wider range of information is being driven by changes in working practices, which is creating requirements for access to a far wider range of data sources (text, images and video) that are typical in commercial mobile networks.
Additional spectrum needs to be identified to enable the industry to devote the necessary investment in order to develop new dedicated mobile broadband networks designed to meet the specific needs of the public safety sector and its users. Ideally, this spectrum should be found from bands below 1 GHz, in order to maximize commonality and re-use with existing public safety networks, and reduce the capital costs of roll-out. This is particularly important to avoid excessive roll-out costs being incurred, given the very wide (near nationwide) coverage requirements that public safety users have.
This is the challenge that is now being faced by European spectrum regulators, as they consider how this requirement can be met.
