Pursuant to the Waiver Order, the Commission authorized the Public Safety Spectrum Trust (PSST) to enter into a long term de facto lease with each waiver recipient, but required the PSST to submit a budget, within 30 days, specifying the proposed administrative fees necessary to support lease administration, including how such fees would be structured, collected, and expended.
